What is the name of an old castle-wall-building, canon-firing at ships arcade game?

It's where you build castle walls, and canons, and you can upgrade those canons, etc... and you attack ships and stuff as they come to your area. You get an amount of time to build up your castle with the "funds" or whatever you acquired by defeating the last round of ships... and I think it was multiplayer, and for control you used a big round while ball in the console, and some buttons I think. Any idea what it's called? I want to get it to slap it in my garage.
It's from the 90's, mid-90's. I was upset they took it out of the arcade.

Sounds like Rampart but I don't recall the part with ships, could be mistaken.
