Default I live in NY I never get a pa stub from my job showing me what taxes are...

...being withheld, how can I file a? complaint with the state or city please any suggestions would really help. Every time I file taxes I always owe the IRS money. Apparently not enoughtaxes are being witheld and when I brought it to my employers attention he never did anything about it. What canI do legally?

It is illegal that your employer did not give you any pay stub tha shows the itemized deduction. He should have a record on his book how much tax he withheld from your payroll and paid to IRS. It is by law, that he must pay IRS within number of days after deducting your tax, unless he did not pay the same amount that being withheld. If he did what the law says, then perhaps the way how you filled out Form w-4 is incorrect. Talk to him again and asked him to show you the numbers. If he refuses, then tell him that you may need to call IRS. All employers dont want to mess with IRS.

at some point in time you must have filled out a W4 form.

You need to reach out to your employer for a pay stub AND provide them with a revised W4. But check your W2, some of them summarize and would say "single" and "Withholdings: 2" -- or some other wording. Not all W2s have this, but yours might.

Your safest bet is to claim yourself as single and 0 withholdings. This will pull the maximum out of your paycheck and should lower or eliminate yourself owing taxes when you file.
